You need a pre approval for WA mods. You might get away with it if you start in qld then move, but apply when you get to WA. If you rego the finished conversion in qld, then you will need to get the car inspected by engineer for WA rego. Shouldn't be hard or too expensive.
I was told that as long as you do all workmanship (welding) to high standard, build (basically) to the DPI regs, and fill out all paperwork correctly you will be OK for Eng approval.

Fibreglass parts incl. flip fronts change the way the car absorbs impacts, this is why they don't like them.
Car transport: 1200-1500 from Melbourne to Kalgoorlie. Probably around similar amount for Brisbane to Perth I'd say.
13" or 12" wheels are pretty easy to get approved on minis because the late model cars got them in the UK. They will look at clearance, and the extra load on wheel bearings from extra width mainly.
