If you check the section 8 of wheels and tyres - it mostly talks about just the front wheels, must be inside the flares, when straightened.
Sorry, but it does not say that at all. In the section about guards covering tyres, it only refers to "the wheels and tyres" and then makes some demands on what criteria "the wheels and tyres" must meet. Nice wishful thinking perhaps but it does NOT mention words like "just" or "front" or even "only"
Little test for you: Point at your rear wheel and explain to the judge how that one is not one of your "wheels and tyres" so it is not required to meet this regulation and you'll get off no worries. [not

All the document says is that the wheels must not foul, and when "in the straight ahead position" [Note that it does not say front wheels here it only mensions "wheels" so that means strickly "any" and "all" wheels]
It goes on to say that the guard or bodywork must cover the sectional width of the tyre. That's this bit...
And so it can only be interpreted as this requirment applies to all wheels on the vehicle because no exceptions to this requirement have been stated in the regs.
