I'd be a bit wary of the engineering description. What exactly does the seller guarantee? If you can't get it engineered for $2700 he'll buy it back off you? If you can't get it engineered for $2700 will he pay the difference? Is all the engineering done but the new buyer has to pay the $2700 bill?

Answer C - done but not paid for. And assuming the rules haven't changed since...

Love those grandiose statements - pretty sure he can get the rest of the parts back - WTF? Comedy.

How can the wheels be "one of a kind" when there are four of them?

It sounds like one of the GB's Mini and Moke World engines. Price sounds about right for one of them too.

It sounds like the car is in to possession of the engineers and unless you pay for the Mod certificate work ($2700) you will not get the car either. Also says there are parts of it with some one else (Panel beater, who is overseas !?) one will end up fighting for to get them and perhaps there is money owed there too. One needs to ask a lot of questions with this one. Not very clear what one is bidding for.
