Exactly right.

And also, what happens when you bring your personal import from the UK, or EU country. They dont ask you for an emissions compliance test etc.

You just get the thing engineered as complying with the ADR's and away you go.....

you have to re-proof emissions as any modification will affect emissions. different intake, exhaust or vehicle weight won't help emission behavior so you have to proof that you still reach euro4. not cheap at all.

if thiat were the case, you'd need to get any engine (be it car/bike/otherwise) re-tested for emissions if you put on any modified intake/exhaust..

exactly.
and if you have a part, like a different muffler, airfilter, etc. that has all the paperwork to be streetlegal the manufacturer has proven that this product won't make the emission worse (and emission in this case is not only the exhaust gas, it means soundlevel and some other nice things, too). thats why these parts are much more expensive than parts without the papers.

over here there is one point that helps, a lot in this case. you only have to reach emission standard of the year of first registration. you can fit nearly everything into a car registerd before 1972 as there were no emission tests at all.
maybe this is the same down under and you only have to proof that the car body and subframes can handle the power and the brakes will stop it with ease, i don't know.
honestly i hope you can do it or find a way to do it. but saying "in Europe you can ..." may bring you the same reaction when i go out and say "in USA you can ...".
you won't belive how fast a door can be closed

Just take two wheels off the Mini and register it as a bike. (or take one back wheel off and register it as a sidecar  )

the only real answer is to talk to an RTA approved engineer.

some engineers will approve engine swaps as long as you use the factory computer and have a cat fitted.

this swap would be easier if you are using a pre-ADR car or a commercial vehicle. a mini van should be registered in this category.
i'm getting a 4x4 engineered and the rules are very free as long as i keep the commercial reg, but the engineer has the final say on everything that i'm doing. if he says that i need it, there is no arguing he gets it.

i know of people getting some strange engines from japan fitted to cars that are early ADR cars.

again just ring an engineer and talk to him. if he says NO, then ask why and ring another engineer. they don't all have the same interpretation of the rules. you'll just have o find on that'll approve what you want to do.

would it be possible to.. get the busa powered mini made, engineered, register, what ever.. and then import it into australia and register it here?

also would it be possible to modify it to the extent were it barely resembles a mini (so to speak) and register it as an icv (Individually Constructed Vehicle) or do they have to be a certian age before there accepted

That's (importing one already made) a bit of a grey area argument so I don't know how you'd go . As for making one as an ICV it's still currently not possible due to motorbike engines not being allowed in cars because of the emission ruling which means we're back chasing our tails again ....

I had a look at bringing in a Honda Balckbird powered 1969 Lotus 7. It MOT'd in the UK and came with UK emissions stamp.

When I spoke to RTA (NSW) they said it couldnt get registered as the engine was newish and had no emissions testing. If the engine was also pre-adr in an pre-adr series production car with an engineers report and was previously registered overseas they would register it. I couldnt find any car that met that criteria.

You need to get a hold of the latst VSB's (Vehicle Standard Bulletins). I think the latest is Issue 14. If you want them, let me know.

ha ha, yeah sorry it`s old & not much more has happened with it lately,,, if you`ve read the thread about the custom off road mini you`ll notice that my metal fab man (Dale) has broken his leg (pretty bad mind you) & the jig for the frame is parked (half finished) in the dungeon under his house & probably won`t see the light of day till he`s back from his parents place where he`s being looked after hand & foot (literally,,, the soft barstard :-) )

When we`ve finished the 2nd frame we will approach CAMS for a class approval & see where it leads us :-)

I have the turbo for it here now tho :-) (insert mad evil laughter here) :-)
