Brett...I don't think it makes everything alright...it absolves them of responsibility and just puts the onus of proof on you....if someone (a cop, an inspector) subsequently finds something dodgey...then they have you on paper swearing it weren't!!

As opposed to what? There is no protection anyway. If you get taught with a dodgy car, regardless of the circumstances of registering it with VicRoads, you are in hot water anyway. There's enough examples of rebirthed cars out there that were stolen 10years or more and went through multiple owners before VicRoads caught up with them and seized them.
My last reason for a stat dec was my car trailer. I bought it at a swap meet, had the rego papers and a transfer form filled out, and a receipt. I got home and I'd lost ALL the paperwork out of my pocket, so I had no proof I'd bought the trailer at all. I could not remember anything but the guy's first name and suburb. Neither the Police or VicRoads would contact the previous owner for me not give me his details. So all I could do was fill out a stat dec stating what happened! As soon as I had the stat dec they transferred the trailer to me, but I would have still lost the trailer if the previous owner decided he wanted it back or reported it stolen.
