I think the best bet is to talk to the engineer and see what he will approve.

I say this because when i got my engineers certificate i went and got my blue slip. no prbs there because the engineer had signed it off. Then i went to the RTA and all they were interested in was the vin, eng no. and engineers report, they had no idea of what the modifications were, just a lady punching no's into the computer.
