Yeh its called an ADR Compliance plate. Going by the stamped numbers in your inner wing and the firewall body number it was a Jan/Feb 1978 Leyland Mini. But now I would say that you need to use the reissued VIN/chassis number.

ADR compliance plates are not needed for rego as they use the chassis number stamped into the radiator shroud. But because your car had its radiator shroud removed and a chassis number restamped - someone then had to get the car's identification reissued.
