Yeah as Tim explained you should see the levers on the outside actually pull the jet down. On cars with a standard air filter you probably would need it off to see properly.

Actually the first half of pulling the choke out a cam should increase the idle speed only, then as you pull the choke further than half it starts to also pull down the jet.

So for a proper cold first start you really should pull the choke right out, if it’s only half out you are only increasing idle speed.
