My (relatively new) Smiths classic temperature gauge seems to be over-reading at 110C, whereas the electronic Engine Guardian which measures the temp of the actual engine block via a sensor mounted onto a thermo bolt has it at 78C. The Smiths gauge usually sits within 5 degrees of the latter.
I think the voltage stabiliser may be stuffed - the multimeter is showing 12 volts at the B post and 11.49 at the I posts. They're supposed to push out only 10 volts at the I posts.
I have a bin full of these things that I've collected over the years and they've all failed. I believe there are now more modern semi-conductor types available that do the same job and are far more reliable such as
