Is it a forward control for gear change? For using engine in rear, I.e twinny?

Interesting answers from all of you. Maybe it is for a rear engined vehicle of some sort. That does look like a selector shaft on the end. I'll chase up some more pictures.

It has no gear linkage to remote, that's what suggested it to me. A bit elaborate for simple job but typical pommy engineering.
