but there is a big problem with "in Europe you can.."
you have to re-proof emissions as any modification will affect emissions. different intake, exhaust or vehicle weight won't help emission behavior so you have to proof that you still reach euro4. not cheap at all.
if thiat were the case, you'd need to get any engine (be it car/bike/otherwise) re-tested for emissions if you put on any modified intake/exhaust..
exactly.
and if you have a part, like a different muffler, airfilter, etc. that has all the paperwork to be streetlegal the manufacturer has proven that this product won't make the emission worse (and emission in this case is not only the exhaust gas, it means soundlevel and some other nice things, too). thats why these parts are much more expensive than parts without the papers.
over here there is one point that helps, a lot in this case. you only have to reach emission standard of the year of first registration. you can fit nearly everything into a car registerd before 1972 as there were no emission tests at all.
maybe this is the same down under and you only have to proof that the car body and subframes can handle the power and the brakes will stop it with ease, i don't know.
honestly i hope you can do it or find a way to do it. but saying "in Europe you can ..." may bring you the same reaction when i go out and say "in USA you can ...".
you won't belive how fast a door can be closed
