I think what he invented is a generator that once powered up )by an alternate energy supply) will run itself (perpetual motion) and then some so over 100% efficient.
That's an old video... I believe he's saying his device - shown in the first half - is in the boot. I believe he's saying that maintaining a speed requires fewer amps, which probably works better with his device.
His device... It looks like a flywheel which uses magnets to give more energy than is being input from other sources (i.e. his finger when he spins it up). What people don't realize is that it's not a perpetual motion machine, because, even if it were to run forever, he's saying it's using magnets to power itself. Magnets are an energy source.

They do eventually die out, but, even if they didn't, they're still an energy source. Thus, given it has an energy source (albeit one most people look past), anything using magnets is not a perpetual motion machine.
I will say, he doesn't actually give anything of real value in details...

All he says is that it's magnetic, it'll keep itself running, and he's got an electric car. The 'surge technology' thing he's talking about is trying to smooth out whatever magnetic setup he's got, which presumably is, in other incarnations, rather jerky... He certainly doesn't present very well.
But hey! All that's off topic really - nothing to do with a quick little Mini in country NSW.
