You can adjust the throttle on a rocket as well. If its a liquid fueled you can adjust the pump to vary the amount of oxidiser being entered into the nozzle or if you have a variable apparture nozzle you can varry the area of the nozzle and therefore the combustion chamber.
I know, I was only joking. But I was thinking more of solid fuel rocket, you can adjust throttle but in some, and many cases, you can't turn them off.
