Usually you adjust speed by adjusting the amount of throttle on at any given time.

With the rocket engine, it's a bit different. You adjust your speed by how hard you stand on the brakes....until they fade, then your in your a ride.

You can adjust the throttle on a rocket as well. If its a liquid fueled you can adjust the pump to vary the amount of oxidiser being entered into the nozzle or if you have a variable apparture nozzle you can varry the area of the nozzle and therefore the combustion chamber.

I know, I was only joking. But I was thinking more of solid fuel rocket, you can adjust throttle but in some, and many cases, you can't turn them off.
