You will find that MOST rockers are closer to yours (1.2:1) than 1.3:1... if the shaft is worn, yeah replace it...

Most are a bit off however the rollers are pretty on the money. I bought mine on the advice held in Vizards book and Calvers advice. True there are some rogue traders out there claiming to have the perfect set-up. Until you have your gear installed and you measure the actual lift, it is a bit of a look to the gods IMHO. My final ratio was spot on the money with a ratio of 1.29:1 - not a lot considering they were coupled to the -13 camshaft.
As for 1.5:1 on a small bore - unless you are going to rev the boobs off it, you have no real gain in them. Stick to the 1.3 MAX and a nice cam(RE-13 worked well with mine but sucked with the 1.5:1 rollers)and you will have a ball in it. Avoid the sintered rockers if you can but then I flogged mine to death and they still kept on keeping on.
