All i know about nos is its Nitrous Oxide injection and it has a blue hose and a red hose.

Nitrous Oxide allows decomposes into nitrogen & oxygen once heated (say, inside an engine). This allows you to burn more fuel, thereby making more power.

NOS comes in two main varieties: Wet and Dry

Dry is used on EFI setups where the injectors are cycled open for longer (no good for minis).
Wet systems use a nitrous solenoid & a fuel solenoid going to a "fogger" nozzle (basically a spray nozzle) to mix the extra fuel and nitrous. I just bought mine (will PM you what I paid), but expect to fit a bigger or an extra fuel pump as standard mini pumps will not cope with much extra flow. Dyno tuning is a must!

It is safe as houses & good "bang for buck". Not street legal.
Main rules are:
- do not use under 3000rpm
- do not add more hp than your engine internals can cope with
- only use at W.O.T.
- run rich rather than lean

Will work with either carb, but better with the Weber/Dellorto (more tuning flexibility)

Many Mini Weber manifolds (eg Redline 3005) have fittings already to screw those fogger nozzles into. Way cool... Pity NOS is illegal for street use...

Is it illegal to drive around with all the plumbing but have no bottle?

Like if the cop takes a look at all the NOS stuff, but no bottle to actually provide it, is it legal?

My understanding (not got this in writing) is that in WA it is illegal to drive with the bottle connected, even if it is turned off. The bottles (like migshield, oxy, etc) are dangerous goods and are not allowed to be transported in the cabin of a vehicle. This includes the boot.

The extra plumbing is legal, so long as it is safe & does not affect the emissions of the vehicle.

I'm fitting my bottle in the side pod (hopefully). Probably cover the solenoids too - best to keep them out of site & save any hassles.

I believe the bottle prob is not the Dangerous Goods act, but the fact they don't want U to use it on the street.
You can carry the bottle in there, it just can't be connected...

Heard the story [probably another urban myth] of the NOS bottle complete with hand valve and plumbing going off to the engine bay, hidden "in plain site" between the seats. When Mr Plod asks, you slip off the fake NOS bottle cover to reveal a nice shiny windscreen washer bottle. What you don't tell Mr Plod that hiding inside the washer bottle is the real NOS bottle.
I's a nice dream but.

It's legal to have the bottle, it can even be plumbed in as long as it cannot be used while driving (eg bottle is in boot, switched off, with no access from cabin) That is the law (in WA anyway) , however very few coppers actually know the law, after all they are not lawyers. So the normal copper rule of write tickets now, ask questions later applies. If the bottle is secure but not physically connected to the nos system you would have a bloody good point to argue on the roadside and would certainly win in court if you can be bothered!

That said you can get stealth systems that look like somthing else, but if a copper caught you with one expect to be charged with everything they can think of from the nos kit to stealing fire from the gods!
