One thing to note. Changing a 1994 EFI car to carbs is not allowed in Aus because of emmissions. It is allowed in the UK but not here. So for your $2k budget you could do exhaust, cotton filter element and some mild head work with plenty of $ change. Anything too agressive will have the EFI running out of map for the new load points or injector duty cycle maxing out.
A 10% to 15% power up is a reasonable target for the stock computer as far as I've read.
Minispares/minimania sold upgrade kits for SPi engines when I last looked, that could be a simple option.
