It's probably been asked before but I'm lazy and CBF searching! If ADR rules or whaever it is don't apply for a pre 71 car, why can't you do an engine conversion without any engineering certificate? Or run a bike engine etc.. Or do they change the tules to suit them as thy go?

I'm far from knowledgable but..

I believe ADR's cover minimum standards for safety, emissions etc.

Irregardless of what ADR's a vehicle is bound by, any change from the manufacturers specifications require engineering certificates to ensure that the vehicle is still safe and roadworthy.

Help at all? Or just gibberish?

If you change the car from the manufacturers specification outside teh limits of modification set by your own state roads authority, then you need to have an engineering certificate.

A post 1971 car subject to ADRs will simply have a more stringent set of absolute rules that it must comply to as well as just the sensible engineering assessment that it is safe.

Most state road authorities will also insist that if you exchange an engine that the later of the date of the car or engine determines which emissions requirements must be complied to.
