Mini and Moke World will build one for you... The have made one for a race car and have said it would be legal for road use...
In SA though, it is a complete ball breaker trying to get a B16a2 through engineering... more from a suspension modification perspective than anything else. Can be done but is very expensive... I have looked into it in detail as I was extremely keen to do a vtec conversion on a clubby... but, budget was a factor and everything pointed to an extremely expensive build. With this in mind I am planning on going with a pimped up A series instead... plenty of power and not as many legal hoops to jump through.

from what's been said on here, the vtec mini subframe from the US is too wide... I have heard the allspeed frame from the UK is ok.

Money is the key though.
