Post subject:  Paint on new panels.

Can anyone tell me before I buy any and get too involved if the black paint that seems to be on new panels is good for an undercoat or does it have to removed and start with bare metal. I assume that it must be some form of an undercoat, but how good is it.

definately give them a rub. nothing to special. red scotch Brite is enough to give a bit more adhesion

I'd definitely take them back to bare metal.
On some of the new panels I've used you can tell that they didn't sand/scuff the sheet-metal before applying that black paint, and it isn't adhered to the steel well at all.
If in doubt try bending it a bit, on my panels that was enough to get that black paint start lifting off
