looks like it, but on my van it sits between the front end of the sill and the floor cross brace!

I guess if it's there I probably need it :oops:

Nah, it's a plate with captive nut. Has a plastic plug in it normally which is supposed to keep crud out but does really good job of keeping water in. :-) :-)
I'd be putting one back in, the sills need all the strengthening they can get.
