looks like it, but on my van it sits between the front end of the sill and the floor cross brace!
I guess if it's there I probably need it

Nah, it's a plate with captive nut. Has a plastic plug in it normally which is supposed to keep crud out but does really good job of keeping water in.  I'd be putting one back in, the sills need all the strengthening they can get. |
