Anyone used rivets to attach their innocent flares just at a thought do you think it's a good idea or will it crack the plastic around the holes...

stainless rivots are too strong, they will crack plastic before 'popping'. As said, stainless phillip head screws.

...Change of mind... self tappers tend to deform the body panel outwards with repeated tightening..." volcano shaped :) ".
How about 10 or 15mmX3mm s/s cuphead bolts, s/swasher & s/s nyloc nut on the back face of the mudguard???

I've had no probs with SS self tappers. I buy them from Bias Boating Warehouse, they have a good range and are cheaper than Bunnyrabbits etc.
I put grease on them before screwing in, and don't overtighten them.
