To answer your question, a good strong current is always better when powering a motor, so maybe do a test by replacing the active cable with a thicker wire direct from a strong power source and see if that helps before going to the effort of installing a relay.

I have already removed & pulled apart the wiper assembly. You are right - the grease was almost like a rock. I have since cleaned this out and re-greased it.
The unit is now installed again. But i am redoing the wiring in the engine bay, so seems like a great time to access the power situation to the wiper.
