Check the little breather hole in top of tank isn't blocked. Mine was, after I rust converted the inside of the tank.
Poke a drill through it.

Could the outlet at the bottom of the RH tank be blocked with sludge? Also the interconnecting pipe may be blocked between the RH outlet and the takeoff for the fuel pump which is closer to the LH tank.

Check out the rubber fuel line between tank and solid interconnect line. If tank has been removed and flex line crimped with multi grips, the fuel line may well have taken a set and blocked fuel flow. I'm just speaking from experience. :?
