According to the service journal and Mk1-forum it was a "sealing substance" and another attempt to stop water getting in through the sills.

Well spotted timmy201. For ease of access I've attached the relevant page below.

It looks like nasty stuff once you apply heat, so that may be one of the key reasons it wasn't used in Australian production.
