In the 60s and 70s you are right - minis were especially targeted when lowered. The measurement was ground to centre of headlight. But there would not have been any police S that would have passed that test! They were all lowered to their bumpstops. It was actually one way to pick a cop car at a distance (if you got to see it first).
My son has an Evo 6 and was recently 'gone-over' by a highway patrol looking for defects. They use a devise with 2 trolley wheels on a stick and roll it under the car to see if anything is lower than (I think) 50mm.
p.s. couldn't find a defect.
