Just as an aside
There was a case in Sydney where someone topped up/filled a pool from a hose and was reported by a neighbour. The pool owner denied having used the hose and said it redirected run-off from the roof and down pipes.

The relevant authority sent out an inspector to test the water for fluoride content. Bingo - found positive, pool owner fined.

So before they test my pool I should throw empty toothpaste tubes in it just to confuse them

That would confuse them yes - Hahaha - but just as in a breathalyser case, where you would be convicted and fined for the prescribed content of alcohol and not your level of enebriation then the same would apply here. You would be fined for the level of flouride concentration found in the water in the pool.

The only safety net might be the odour of mint not usually found in pool water.

at least we are able to use a hose to top up the pool and we don't have to hold it.

The other thing I could do to be totally legal and above board is get a friend who is a neighbour round the corner and a mobile mechanic to come and do it and pay him a can of XXXX to clean it as an "Approved Operator" in line with his commercial activity.

I don't get the deal with the water restrictions for domestic properties. I've been told domestic properties account for 2% and another person quoted 8% of total water usage and industrial, commercial, government etc etc account for the rest. Why don't they restrict them a bit more, surely it would be easier. I know they need to use water but there is a lot more that can be saved compared to the small amound used by households.

Also when they really clamped down on the restrictions here water useage went up!!! This was mainly due to the fact that people were making sure they were watering on the days they could instead of doing it when they could be assed or remembered. And now they are telling people to dob in their neighbours, surely this will make everyone more friendly

Anyway I think just pressure wash it in the back yard, its not like you will be doing it for hours and you can always make up a good story if you get a special visit like you were bathing the cat.....
