I wonder when that third hole closer to the centre came into being? Below shows part of the Mini Cooper dash panel drawing (HYA2119). You can see the heater brackets and there's only the two holes. The last update to it was Sept 1964.

I'll do some research to see when the extra hole appeared. May be something needed for the automatic power plant?

Yes that's the hole and the thing that confuses me is the original Westminster carpet and felt had holes for a cable to pass through and these were still in the car and were punched and clean and did not look like an afterthought plus only one of the three holes were open with the other 2 sealed?
It would appear that this may have been done at some stage during its life or else it was done differently from the factory for some reason. Unfortunately we'll never know as the car was partially disassembled when I got it. I'll probably leave it as is as it does fit nicely and it can be one of those "talking points" if it's ever noticed :D

Had a new inner and outer cable attached to the original end bits. Pretty happy with the result. Flexible Drive (previously Cable Mate) made it about a metre long so I can fit then cut to the best length.
