Where is the best place to buy a wiring harness for a 1970 Mini CS ? Where the originals taped ?

Vinwire probably. They have a good reputation on here.
My 1970 Matic one is taped, an S that year should be too. Almost the same loom...

A 1970 Cooper S loom is taped at intervals with black tape. You can see the individual wires bunched together where the main loom runs beside the power brake booster to the front of the car. There's 2 or 3 taped sections in this area, from memory.

Vinwire should be able produce exactly what you want.
